Yesterday, the South Carolina General Assembly adjourned sine die from its 2021 legislative session. During this session, the House passed constitutional carry, but the Senate unfortunately did not take action on it this year. The bill remains alive with the Senate going into next year’s session. There was an effort to add a constitutional carry amendment to the open carry bill when it was in the Senate, but that also failed.
Fortunately, H. 3094, the open carry bill, did ultimately pass the General Assembly and go to Governor Henry McMaster’s desk. With it was the Senate amendment to eliminate the fee for Concealed Weapons Permits. This bill makes the 2021 session a success, improving access to the right-to-carry for all law-abiding citizens, regardless of economic means, and ensuring that South Carolina is no longer like California and New York in not allowing open carry.
